How to Access: Founded 1995 as an underground needle exchange; legalized in 2001 when the Allegheny County Board of Health declared a public health emergency over HIV/Hepatitis C. Pennsylvania is one of only 10 states where syringe programs remain illegal statewide, but Allegheny County ordinance authorizes this program as an exception. No Cost syringes, naloxone, fentanyl/xylazine test strips.
