Getting Started
Founded 1991 by ACT UP Philadelphia - the first syringe exchange in Philadelphia and Eastern Pennsylvania. Legalized in 1992 by Mayor Ed Rendell's executive order. No Cost harm reduction counseling, syringe exchange, medical care, and referrals.
