Scott County ran the nation's first state-authorized syringe exchange, launched in 2015 in response to a major rural HIV outbreak (Gov. Mike Pence declared a public health emergency; the program distributed 90,000+ syringes and new HIV infections fell). County commissioners ended the program in 2021, though later reporting describes renewed local efforts around syringe services. Call ahead to confirm current status before visiting.
